Joint Problem-Solving, Resonance in Sync, and Coordinated Efforts | Secretary Peng Jiaxue Presided Over a Symposium on Supervising the Implementation of Representatives’ Suggestions

Secretary Peng Jiaxue chairs the symposium on the supervision of deputy representative proposals at Ningbo Municipal Committee.

On the morning of June 19, Peng Jiaxue, Member of the Standing Committee of the Zhejiang Provincial Committee and Secretary of the Ningbo Municipal Committee, chaired a symposium to supervise the implementation of a representative proposal. The meeting focused on the proposal titled “Empowering the City’s New Quality Productive Forces through Technological Innovation” submitted by Ningbo Municipal People’s Congress Representative and CSI Group’s Party Secretary & General Manager, Wu Jie. Municipal leaders Xi Ming, Xu Yan, Fu Jianlin, and Zhang Shifang attended the meeting. Representative Wu Jie delivered a keynote speech and put forward several suggestions.

During the Fifth Session of the 16th Ningbo Municipal People’s Congress, Mr. Wu Jie submitted a proposal aimed at promoting the development of new quality productive forces and advancing the construction of a high-level innovative city. The proposal recommended: strengthening the role of enterprises as innovation drivers and unlocking the potential of leading tech enterprises. Accelerating the construction of major science and technology innovation platforms to improve the efficiency of results transformation. exploring “Technology + Talent” cooperation models; and improving mechanisms for attracting and developing high-level talent. The proposal was personally supervised by Secretary Peng Jiaxue, with Vice Mayor Xu Yan designated as the lead official responsible. At the meeting, the Ningbo Science and Technology Bureau, as the main handler, reported on the implementation progress, while the Digital Economy Bureau (formerly Industry and Information Technology Bureau), the Organisation Department’s Talent Office, the Human Resources and Social Security Bureau, and the Education Bureau provided supplemental briefings.

Mr. Wu Jie expressed gratitude to the Ningbo Municipal Committee for its high-level attention and satisfaction with the proactive and positive responses from the relevant departments. He remarked that the city’s commitment to “Joint Problem-Solving, Resonance in Sync, and Coordinated Efforts” reflects the Ningbo spirit of unity among industry, academia, research, and government. Drawing from enterprise practice, he proposed:
First, while enhancing enterprises’ position in technological innovation, efforts must also be made to accelerate institutional innovation. Using capital as a bond and promoting deep integration of four key chains (innovation, industry, capital, and talent), Ningbo must attract top talent, enable them to settle, take root, and thrive.
Second, in constructing major science and innovation platforms, there must be city-wide coordination and a focus on industrialisation outcomes. Cross-sector integration should be encouraged to break disciplinary boundaries. High-tech hubs should be matched with industrial depth to form a sustainable and robust innovation ecosystem.
Third, we must confidently go global while strategically bringing in resources. “Going global” should expand development horizons, drive industrial upgrading, and facilitate the continuous introduction of advanced technologies, talents, and industries.

Mr. Wu concluded that under the strong leadership of the Municipal Committee, solid support from the People’s Congress, and the concerted efforts of government departments, as long as Ningbo continues to reinforce its manufacturing foundation, integrate the innovation chain, and optimize systemic support, the city will surely be able to build itself into a “global capital of smart manufacturing and innovation” and make solid contributions to Chinese-style modernization.

Secretary Peng Jiaxue highly affirmed Mr. Wu Jie’s insights, suggestions, and the initiatives already being practised at the enterprise level. He emphasised that since the 18th National Congress of the Communist Party of China, President Xi Jinping has made a series of strategic decisions to promote high-level technological self-reliance, build a modern industrial system, and develop new quality productive forces based on local conditions. These strategies provide a scientific roadmap for promoting high-quality development.

He further stressed:

  • It is necessary to thoroughly implement the central and provincial policies and deepen integration between technological and industrial innovation, strengthening the city’s “core competitiveness” in serving the national strategy.
  • We must optimise planning, balancing short-term needs with long-term strategy, integrating local and overall interests, and coordinating reform and development. The upcoming 15th Five-Year Plan offers a crucial opportunity to design top-level plans for the deep integration of “two new sectors” (new productive forces and new industrial systems), and to implement major policies, reforms, platforms, and projects in a systematic and forward-looking way to gain strategic initiative in future development.
  • Efforts must start from the source, with continuous introduction of strategic resources and long-term, stable investment in technology innovation. Building high-level common science and innovation platforms and attracting top-tier scientific talent must reach new heights and yield further breakthroughs, enhancing Ningbo’s capacity for original innovation.
  • We must tackle systemic obstacles, leveraging comprehensive reform as the driving force. Bottlenecks in the deep integration of “two new sectors” must be resolved, while promoting synergy among the innovation chain, industrial chain, capital chain, and talent chain, thereby providing strong support for the development of new quality productive forces.
